Annual Reports
Signatories to Scotland's Climate Change Declaration are committed to produce an annual statement, detailing their progress in mitigating, and adapting to, climate change.
Scottish Local Authorities are currently submitting Annual Reports for Year 5, due by 31st March 2013. To download reports received to date, please see below. If your local authority has yet to submit an Annual Report for Year 5, please refer to the instructions and template at the bottom of the page.

Annual Reports: Year 3 Analysis
All 32 Scottish local authorities submitted a ‘Year 3’ Scotland’s Climate Change Declaration annual report for the period 2010-11. Adaptation Scotland and the Sustainable Scotland Network (SSN) have published two analyses of these annual reports.
Mitigation Analysis
This analysis, produced by Keep Scotland Beautiful (KSB) for the Sustainable Scotland Network (SSN), examines local authority climate change mitigation activities for the period 2010-11. The analysis gives an overview of local authority action to reduce corporate emissions, drawing in input from The Carbon Trust, as well as a more thorough analysis of action on area-wide emissions. The report:
- highlights the range of activities local authorities are undertaking to mitigate climate change;
- identifies opportunities for SCCD reporting to align with reporting on the Climate Change (Scotland) Act Public Bodies Duties (PBD), and the Report on Proposals and Policies (RPP) and;
- makes recommendations for the development of the SCCD reporting format.
Adaptation Analysis
A second analysis by Adaptation Scotland specifically focuses on local authority action on climate change adaptation for the period 2010-11. This report:
- highlights progress by local authorities on adaptation actions;
- identifies areas of good practice and;
- makes recommendations for performance improvement

Annual Reports: Year 4 Analysis
All 32 Scottish local authorities submitted a ‘Year 4’ Scotland’s Climate Change Declaration annual report for the period 2011-12. Sustainable Scotland Network (SSN) in partnership with The Carbon Trust, Adaptation Scotland, the Scottish Government and COSLA, has published an analysis of these annual reports.

Information for Local Authorities on the Annual Reporting Process for Year 5
In January 2013, all Council Leaders in Scotland were formally contacted by Councillor Stephen Hagan, Development, Economy and Sustainability Spokesperson, COSLA , with a request that their local authority complete a Year 5 Scotland’s Climate Change Declaration Annual Report. Cllr Hagan’s letter can be downloaded below. The deadline for the Year 5 Annual Reports is 31 March 2013.
Local Authorities are asked to use the SCCD Reporting Template and Guidance Note, which can be downloaded below. Completed reports or enquiries on reporting should be emailed to Jennifer Anderson, Sustainable Development Officer (Climate Change) in the SSN Team at Keep Scotland Beautiful, at jennifer.anderson@ksbscotland.org.uk.
